The question
Was the wind's protection general, or true for one direction only? And are the rules on time in a headwind?
What was tested
The same wind from the opposite side (a headwind on the emergency route), with and without a link; then fresh layouts on two failing cases.
What was found then
From this side, traffic without an emergency craft lost more than in still air (90 against 80), and the extra trips vanished. 'Wind protects' was withdrawn: it held for one direction, cause unknown. In the headwind the rules' trips took 1.29 times the still-air straight-flight time, about 11 % over the wind-corrected time. The first set's extra losses for others were noise on fresh layouts. On a 1-second link the emergency craft was lost 4 times in 10 runs, against once without priority; the adoption rule could not settle this.
What we learned later
On the single wind-corrected clock adopted later, the emergency rules' headwind delay reads 1.11 times the straight-flight time instead of 1.29.

What changed
nothing; the weather line of work was closed at c203
Corrections retained in the record
Earlier wording: The package is flat-or-better for the others on all eighteen 2× cells across four weathers
Record correction: The weather-line table says sixteen unique 2× weather × latency cells (plus two confirmation sets).
