The question
The slow-link cases (a link just too slow and lossy to keep up) had not been rerun since the margin for old news was added.
What was tested
We reran the 70 slow-link cases, found the breaking change, and swept message rate against delay. Then craft were made to send an extra message whenever their oldest message from the last three seconds, projected forward in a straight line, would be half a required spacing wrong.
What was found then
Collisions had grown from 37 to 311. The rule giving avoidance priority on predicted near-misses let hovering grid craft act on 2 s-old pictures and drift into each other. Exempting craft holding station fixed that. Delay mattered more than message rate. Extra messages cut the turbulent cases from 34 to 9, for 1.5 times the messages. Together the slow-link cases fell from 311 to 16, below the earlier 37. The full test set stayed at 0.
What changed
Craft holding station exempt from the predicted-near-miss priority; an extra message whenever a craft's last news of itself has gone stale.
Corrections retained in the record
Earlier wording: A craft holding station is now exempt as well: kick 155 → 0, airspace 140 → 5.
Record correction: 155 → 0 and 140 → 5 are with both changes (the exemption and the extra messages). The exemption alone was measured on single rows: kick 10 → 0, airspace 29 → 1 and 47 → 1.
